Welcome—I’m Dakhalfani Boyd, a mission-driven executive with over 30 years of leadership experience, including 26 years of honorable service in the U.S. Army and senior leadership roles across both public transportation and federal government.
I currently serve as the Deputy Executive Director for the Center for Enterprise Human Resources Information Services (CEHRIS) at the U.S. Department of Veterans Affairs, where I lead the transformation of HR systems that support over 400,000 employees nationwide. In this role, I provide strategic oversight across system modernization, data governance, and service delivery, working closely with senior leadership at the Assistant Secretary level to drive enterprise-wide impact.
Previously, I served as the Director of Human Capital Information Management at the Washington Metropolitan Area Transit Authority (WMATA)—the nation's third-largest transit system. There, I led enterprise HR technology and data initiatives to streamline operations, empower decision-makers, and improve the employee experience.
My foundation as a retired Army senior non-commissioned officer (E-9) continues to shape my leadership approach—grounded in service, discipline, and results. I hold Executive Leadership, and Performance Leadership certifications from Cornell University. I'm also a Prosci Certified Change Management Practitioner. These skills have sharpened my ability to lead change, manage complexity, and align people strategy with mission objectives.
